Tom Smith is executive director and secretary of the American Society of Civil Engineers (ASCE). He earned a bachelor's degree in civil engineering and a master's degree in structural engineering from the University of Virginia, and a law degree from Washington & Lee University. Tom served as ASCE deputy executive director and general counsel before becoming executive director in 2015. Before joining ASCE, he practiced law in Northern Virginia. While in this position, he focused on commercial, construction and land use litigation in federal and state courts. He is admitted to the bar in Virginia and the District of Columbia. He serves on several boards as well as being involved in nonprofit organizations.
Tom has published articles on engineering ethics and legal issues and is a frequent speaker on association and civil engineering subjects. In 2020, he received the University of Virginia Engineering Distinguished Alumni Award, and in 2011, he received the ASCE William H. Wisely American Civil Engineer Award.
