Thomas J. Foley
Thomas Foley is commissioner for the NYC Department of Design & Construction. He earned a bachelor’s degree in civil engineering from Manhattan College. He manages the overall direction of the Department and is supported by almost 1200 executive, managerial, professional, and administrative staff with over 500 active projects, serving 28 client agencies. His career began at the NYC Department of Environmental Protection as a project manager. He served in the Agency’s Division of Infrastructure Construction until taking his current position in late 2016. Thomas spearheads the capital program that encompasses cultural institutions, libraries, public safety, and health and human services with the five boroughs of New York City. He also leads the Off-Riker’s capital program to design and build four new community-based jails in New York City. A Professional Engineer, he also is a Certified Construction Manager and an ISI Envision Sustainability Professional. He is a national board member of the Design-Build Institute of America.
