Robert B. Raines
Robert B. (Bob) Raines is associate administrator, acquisition and project management, U.S. Department of Energy National Nuclear Security Administration (NNSA). He holds a bachelor of science degree in civil engineering from Virginia Military Institute and a master’s in civil engineering/construction management from Stanford University. At the NNSA, he reports directly to officials appointed by the President and confirmed by the Senate. He was selected for this career position because of his continuously proven expertise and performance results in construction.
Bob built his career and reputation as a commissioned officer in the U.S. Navy Civil Engineer Corps. He had an illustrious 27-year Navy career and was nominated for the Navy’s highest annual award for a Civil Engineer Corps officer, the Morrell Medal. He has been awarded the Legion of Merit three times, the highest noncombat award that each of the seven uniformed services may award. Bob also was awarded the next highest honor for noncombatants, the Meritorious Service Medal, on four occasions.
He comes from a construction family, as his father, two brothers, and three nephews have all been involved in the industry. Bob and Kathy have been married 34 years and have two teenage sons.
