Luis M. Tormenta
Lou Tormenta is principal partner with Laland Baptiste in Melville, NY. He earned a bachelor’s degree in civil engineering from Manhattan University. He is a highly accomplished leader with over 45 years of experience in the design and construction industry. His career includes service in both the public and private sector. As an executive with Raytheon Infrastructure, he led its operations and project delivery systems on numerous transportation projects. Lou was the first commissioner of the NYC Department of Design and Construction. He also had a large role in New York’s rescue and recovery efforts after the 9/11 attacks. He won wide acclaim for his team’s and his associates’ exceptional performance under severely challenging circumstances. He went on to play a lead role in the World Trade Center rebuilding efforts. He is the recipient of the ASCE Metropolitan Section Government Civil Engineer of the Year and was also recognized as the New York City Municipal Engineer of the Year. He is a board member and director of the Portugal-U.S. Chamber of Commerce based in New York City.
