Lloyd C. Caldwell, Jr.
Lloyd Caldwell, P.E., is retired Director of Military Programs for the U.S. Army Corps of Engineers (USACE), where he was responsible for the policy and technical functions of the Corps' global Defense and International/Interagency programs in engineering, construction, real estate, and environmental activities. He earned a bachelor’s degree in Building Construction from Auburn University and master’s degrees in both Civil Engineering and in Public Works from the University of Pittsburgh.
He retired in Oct 2020, and provides consultation. Other career assignments within the Senior Executive Service include Director of Programs, USACE North Atlantic Division and USACE Gulf Region Division in Baghdad, Iraq. He also served in the USACE Europe District, Wiesbaden, Germany, as Deputy District Engineer for Programs and Project Management, and was Chief of Construction also with Emergency Management responsibility for the USACE Baltimore District. Prior he served as an Area Engineer in several Corps locations managing both Civil Works and Military Construction.
As Director of Military Programs, Lloyd led the worldwide design and construction of a $35 billion portfolio. In his career he he has been instrumental in executing infrastructure and and engineering programs critical to the Nation and its allies, in advancement of best practices in project delivery and partnering with industry, and in developing professionals within the Corps. He is widely known as a driver of extraordinary leadership and influence in advancing best practices in projects, in government, and in industry. A recipient of numerous awards, in 2016, he received the prestigious Presidential Rank Award of Distinguished Executive. He also is the recipient of the Silver Order of the De Fleury Medal from the Army Engineer Association. He is a Distinguished Military Graduate from Auburn University.
