Rae

Karen Rae is a senior strategic advisor at STV. At STV, she is responsible for providing strategic advice and support to public owners and private sector infrastructure clients. Before joining STV, Karen was with the New York State Empire Development Corporation as a senior advisor for innovative project delivery. A recognized transportation expert, she has led public transit agencies in Texas and New York. She has been successful in negotiating legislation including NY’s first design/build legislation, strategic planning, and developing and leading integrated teams to ensure program and project delivery. She was instrumental in major projects, including the Jacob K. Javits Convention Center expansion and the Governor Mario M. Cuomo Bridge; the Dulles Corridor Metrorail project in Washington D.C.; and the Keystone Corridor in Pennsylvania. She served as deputy administrator at the Federal Railroad Administration, where she played a key role in the development and implementation of the new national high-speed rail and rail safety programs.
