James C. Doebler
James C. (Jim) Doebler worked for the U.S. Navy Civil Engineer Corps and was promoted to Rear Admiral and commander of the Atlantic Division of NAVFAC during his thirty-three year military career (1960-1993). He earned a bachelor’s degree in mechanical engineering from the University of Rochester and a master’s in mechanical engineering from Rensselaer Polytechnic Institute. In addition, he completed studies at the Naval War College.
He has also worked on the Railtrack West Coast Main Line, UK’s largest infrastructure project. Jim was program director of Capital Transit Consultants, a consortium consisting of five firms that offer services to the Metro in Washington, D.C. He has continued project management work with Parsons Brinckerhoff, where he was the Construction Manager on the Downtown portion of the Central Artery Project in Boston. He served as a Consultant for Eskom, the national electric utility company in Johannesburg, South Africa on the construction of a new 4,800 MW coal-fired power plant in 2007, 2008 and 2009. He is active with the Construction Management Association of America (CMAA), the National Society of Professional Engineers (NSPE), the Society of American Military Engineers (SAME), and the Dispute Board Resolution Foundation (DRBF).
Jim and Carol have recently made their twenty-seventh, and last, move into Patriots Colony in Williamsburg, VA, where they enjoy bowling, golf, and hosting daughters and their five granddaughters.
