Hans A. Van Winkle
Hans A. Van Winkle served in the U.S. Army Corps of Engineers (USACE) from 1971-2003, retiring as the deputy chief of engineers as a major general. He organized, developed, and implemented the USACE strategy for the global war on terrorism. As the deputy of the Corps, he managed an annual budget of over $17 billion. He also served in combat during Operation Desert Storm and the Bosnian war.
Hans has a master’s in public policy from the University of California-Berkeley. He served as director of the Construction Industry Institute (CII) from 2003-2007. He is a Registered Engineer in Virginia. He has held positions as commissioner, Mississippi River Commission; chair of the St. Lawrence Seaway Board of Control and the Niagara Board of Control; and executive director of the Coastal Engineering Research Board. Hans served as the area Society of American Military Engineers (SAME) president in Europe, is a board member for the ACE Mentor Program, and serves on the Consultative Council for the National Institute of Building Sciences (NIBS).
Hans and his wife, Debra, enjoy their four children and grandchildren. A sports enthusiast, he also enjoys an occasional round of golf.
