Emmanuel CB (Cris) Liban
Cris Liban is the chief sustainability officer with LA Metro in Los Angeles, CA. He holds a bachelor’s degree in geology from the University of the Philippines, a master’s in civil engineering from Loyola Marymount University, and a doctorate in environmental science and engineering from UCLA. His focus is on policy, climate change, energy efficiency, water conservation, revenue generation, infrastructure funding and financing, training, and environmental compliance. Cris’ previous experience includes service as a geologist, senior staff engineer, and a senior project manager. His political appointments include service as a council member on the U.S. Environmental Protection Agency’s National Advisory Council for Environmental Policy and Technology and as a commissioner on both the LA County Beach Commission and the LA City Board of Transportation Commissioners. He chairs the ASCE National Committee on Sustainability. In 2016, he received the Philippines’ highest honor for Filipinos living overseas, the Pama-na ng Pilipino Award. In 2020, he received the ENR Award of Excellence for his work on social change through environmental science, engineering, and public policy. He is a Professional Engineer, an Envision Sustainability Professional, and a LEED® Accredited Professional.
