Charles I. McGinnis
Charles I. (Chuck) McGinnis is a charter member of the National Academy of Construction. He earned both bachelor and master’s degrees in civil engineering from Texas A&M University.
Chuck was an officer in the U.S. Army Corps of Engineers (USACE), retiring as a major general after a distinguished 30-year military career. He was responsible for major program management of USACE civil works projects on a national scale, including water resource development projects, environmental permitting, and military construction project execution.
Chuck served as an officer and board member for Fru-Con Corporation from 1979-1997. He joined the Construction Industry Institute (CII) staff in 1986 as associate director. At CII, he led the research effort and participated in strategic planning and direction. He is a disputes avoidance arbiter and a consultant to numerous private sector clients.
He lives in Williamsburg, VA.
