Carl A. Strock
Carl A. Strock is a retired lieutenant general, U.S. Army, and served as chief of engineers and commanding general of the U.S. Army Corps of Engineers (USACE). He is a past national president of the Society of Military Engineers (SAME), a Distinguished Engineering Fellow of Mississippi State University, and the recipient of the American Society of Civil Engineers (ASCE) Henry L. Michel Award for Industry Leadership in Research and Development.
After the 2003 conflict in Iraq, he was the individual responsible for leading engineering operations there, was the counterpart to the mayor of Baghdad, and successfully restored essential infrastructure immediately after combat operations. At USACE, he led a diverse workforce of 34,000 and a $32 billion workload. Under his leadership, the Corps nearly doubled its workload supporting the global war on terror, expanded and repositioned military forces, and repaired damage caused by Hurricanes Katrina and Wilma.
He joined Bechtel in 2007 and is principal vice president, serving as project director of the U.S. Department of Energy uranium processing facility at Oak Ridge, TN. From 2008-10, he was based in London, UK, and was responsible for all aspects of Bechtel’s worldwide civil infrastructure program.
He and his wife, Julie, have two sons and three granddaughters.
